Because the genital area is close to the rectum, bacteria (and sometimes parasites like pinworms) spread easily. In addition, children can spread bacterial respiratory infections from their noses and mouths to their vulvas. In addition, the skin of a child's vulva is thin and susceptible to injury from abrasions, rubbing from tight clothing, or contact with irritants like harsh soaps.
